Caroline Luttmer

Caroline Luttmer currently serves as Hoofd Beoordelen & Beslissen Daders at Centraal Justitieel Incassobureau (CJIB) since September 2024. Prior experience includes positions at De Nationale ombudsman from February 2015 to September 2024, where roles included Directeur Strategie en Onderzoek, sectorhoofd, projectleider Energietransitie en Omgevingswet, and onderzoeker Structurele Aanpak - grootschalig onderzoek. Additional roles include redacteur at Ter State from April 2012 to February 2015, jurist directie Bestuursrechtspraak at Raad van State from March 2012 to February 2015, and advocaat at De Kempenaer Advocaten from November 2008 to January 2012. Luttmer has also held editorial positions at Arnhems Balie Bulletin and In Casu, and served on the boards of Stichting Student en Literatuur and Stichting Kunst en Rechtsgeleerdheid. Education includes attendance at University of Groningen and Groningen Graduate School of Law (GGSL).
