Roger S. Bailey is an experienced executive in the field of public utilities and water management, currently serving as a Board Member at Recology, WateReuse California, the National Association of Clean Water Agencies, John Muir Health, and the California Association of Sanitation Agencies. Since August 2013, Bailey has held the position of Chief Executive Officer/General Manager at the Central Contra Costa Sanitary District. Previously, Bailey was the Public Utilities Director for the City of San Diego, overseeing the provision of water and wastewater services to millions of residents, and served as a Board Member for the San Diego County Water Authority. Bailey's earlier roles include Deputy City Manager and Utilities Director in the City of Glendale, AZ, and Assistant Utilities Director in the City of Valdosta. Educational credentials include a Master’s and Bachelor’s degree in Civil Engineering from Florida Agricultural and Mechanical University and a Bachelor’s degree in Physics and Mathematics from The University of Winnipeg.

The Central Contra Costa Sanitary District (Central San) has been protecting public health and the environment by collecting and cleaning wastewater from the residents and businesses of central Contra Costa County since 1946. Whatever goes down their toilets and drains travels through our vast 1,500 miles of sewer system to our award winning treatment plant in Martinez, where we clean over 13 billion gallons of wastewater each year. Most of that water is safely cleaned and released into Suisun Bay. An additional 2 million gallons each day of recycled water is produced for landscape irrigation and industrial uses. Central San also operates a one of the most highly successful Household Hazardous Waste Collection Facilities in the nation and sponsors 13 pharmaceutical collection bins.
