Randy Phelps

Randy Phelps is a seasoned professional with extensive experience in banking and public service. Currently serving as Market Leader at C&F Bank since January 2020, Phelps also holds the position of Mayor for the Town of Warsaw, Virginia, and has previously served as a Councilman. Prior to these roles, Phelps was the Vice President of Retail Banking and Human Resources at Peoples Community Bank, where responsibilities included leading retail banking operations and overseeing human resources. Additional experience includes serving as an Elected County Supervisor for Richmond County and Divisional Director of Operations at Advance America, where management of multiple branches and budget performance were key roles. Early career positions included management at Richmond’s TJ Maxx and Ames Department Stores, where Phelps demonstrated foundational skills in operations, loss prevention, and recruitment. Education was furthered at the Virginia Bankers School of Bank Management, attended from 2011 to 2013.
