Julia To Dutka

Julia To Dutka is currently the Chief of Global Health Workforce Development Institute at CGFNS International, Inc. Julia has held various leadership positions in different organizations such as Associate Provost and Professor of Education at Capital University, Senior Scholar at the American Council on Education, and Executive Director of International Language Programs - TOEFL at Educational Testing Service (ETS). Julia holds a Doctor of Education in Linguistics and Psychology from Teachers College, Columbia University, along with other degrees in Applied Linguistics and English Literature.
