Carter Belvin

Carter Belvin is a highly experienced engineering professional with a focus on environmental and civil engineering. Currently serving as Senior Project Manager and Principal Engineer at CHA Consulting, Inc. since 2023, Carter has previously held key roles such as Project Manager at Keville Enterprises, Inc., and Water/Wastewater Engineer at Gainesville Regional Utilities. Extensive expertise spans from environmental services leadership at Applied Technology & Management, Inc. to engineering management at Water & Air Research, with a strong background in planning, permitting, design, and project management for water resources projects. Carter's earlier experience includes significant contributions at Jacobs, Jim Stidham & Associates, Inc., where responsibilities involved the design and permitting of water and wastewater systems, as well as internships at the Northwest Florida Water Management District. Carter holds a Bachelor of Science in Environmental Engineering and a Certificate in Environmental Science from the University of Florida, along with an Associate of Arts in Civil Engineering Technology from Tallahassee State College.
