Tom Cullinan is a Shareholder at Chamberlain Hrdlicka in Atlanta, a position held since April 2023, after previously serving at the IRS as Counselor to the IRS Commissioner and Acting IRS Chief of Staff from October 2018 to March 2023. During tenure at the IRS, Tom worked closely with senior leaders to develop tax policies, monitor strategic priorities, and advise on significant issues including IT modernization and tax reform. Prior to the IRS, Tom was a Partner at Eversheds Sutherland, where a distinguished tax controversy practice was developed. Earlier experience includes serving as a Judicial Law Clerk for the Honorable Jerome Turner and as a Certified Public Accountant. Tom holds a J.D. from Vanderbilt University Law School, a Master’s degree in Taxation from the University at Albany, and a Bachelor of Science in Accounting from SUNY Geneseo.
