Hubert Williams Ph.D. serves as the Program Supervisor for Child-Focused Recruitment at the Children's Home Society of North Carolina since January 2022, where responsibilities include identifying permanent homes for youth through thorough search methods and collaboration with social workers, achieving high permanency rates for the caseload. As the Founder and Pastor of Joi-Ful Noiz Empowerment Center since 2009, Hubert provides coaching and counseling services for emotional recovery. Previously, Hubert gained extensive experience in education and counseling at Fayetteville Technical Community College and Cumberland County CommuniCare Inc., focusing on substance abuse and chemical dependency, while also holding roles in community health education at Planned Parenthood and religious leadership in various church settings. Hubert's academic background includes a Ph.D. in Biblical Studies from St. Luke Theological College and multiple degrees in Religious Studies from Liberty University.

Children’s Home Society of NC has been building families through adoption and foster care for over 115 years. We place approximately 400 children each year in permanent, loving homes in North Carolina with a special focus on placing older children in the foster care system into caring homes. However, we are much more than just a placement agency. We provide therapy and support for children who have suffered abuse and neglect. We train and support foster families. We provide counseling to birth mothers facing unplanned pregnancies. In addition, we have a wealth of post adoption services that help children transition from foster care and adoption to become a member of a family.
