Carlyn Cowen is the Chief Policy & Public Affairs Officer at Chinese-American Planning Council. Carlyn has dedicated their career to policy analysis and advocacy on issues of economic equity, social and racial justice.
Cowen began their career as a Development Director at Nourish International. Carlyn then became a Consultant at the Center for International Conflict Resolution. In 2013, they became an Independent Consultant for Oxfam, conducting qualitative data analysis and writing an evaluation report for the Oxfam R4 Weather Index Insurance project in Tigray, Ethiopia.
In 2015, Cowen took a position as Senior Research Analyst in the Mayor's Office City Hall. Carlyn then became Senior Policy Analyst at FPWA in 2016, where they advocated for human services providers, New Yorkers living below the poverty line, and ALICE New Yorkers.
In their current role as Chief Policy & Public Affairs Officer at Chinese-American Planning Council, Cowen continues to fight for economic equity and social justice for all New Yorkers.
Carlyn Cowen has a Masters in International Affairs from Columbia University - School of International and Public Affairs. Carlyn also has a Bachelor of Arts (B.A.) from University of North Carolina at Chapel Hill in International Relations and Affairs and Philosophy.
