Lionel Grotto

Lionel Grotto has a diverse work experience spanning from 2008 to the present. Lionel has worked as the CEO of Choose Paris Region since April 2018. Lionel also serves as a Board Member at aivancity School for Technology, Business & Society Paris-Cachan, starting from November 2020.

Prior to these roles, Lionel was an Adviser to the President for Economic Affairs, Competitiveness, and Major Projects at the Conseil régional d'Île-de-France from July 2016 to March 2018. Before that, they served as the Head of the Finance Department of the French Embassy in Mexico at the Direction générale du Trésor (French Treasury), where they contributed to France's bilateral relationship with Mexico and Central America in terms of economic and financial matters from September 2014 to June 2016.

Lionel also worked as a Rapporteur at the Ministère de l'Économie, des Finances et de la Souveraineté industrielle et numérique from July 2013 to September 2014, where they focused on the transition to next-generation access networks and the switch-off of the copper local loop.

In addition, Lionel served as the Deputy-head of the ultra-fast broadband upstream market unit at ARCEP from July 2011 to September 2014, where they contributed to the creation and implementation of a regulatory framework for fiber optics networks in France.

Other experiences include working in the technical department of EDF EN Italia SpA, an EDF Energies nouvelles subsidiary in Italy, from November 2009 to September 2010, and serving as an Assistant Project Manager in the strategic planning department at BNP Paribas partners for innovation (co-entreprise BNP Paribas - IBM) from November 2008 to October 2009.

Lionel started their career with an internship at the French Ministry of Foreign Affairs from April 2008 to July 2008.

Lionel Grotto holds a Master's degree in Economics, Mathematics, and Computer Science from École Polytechnique, which they obtained from 2005 to 2008. Lionel also completed a Master's degree in Public Administration from Mines Paris in 2010-2011. In addition, Lionel attended Lycée Louis-le-Grand from 2003 to 2005, where they prepared for entry into Engineering Schools while focusing on Mathematics, Physics, and IT. Lionel obtained several certifications, including CILS - Competenza in Italiano come Lingua Straniera - C1 - 17/20 from Università per Stranieri di Siena in 2020 and a Test of English as a Foreign Language (TOEFL) with a score of 19/20 from ETS in 2007. Besides, they achieved a Baccalauréat scientifique with high honors from Lycée Antoine Bourdelle in 2002 and a Gold Medal from the Conservatoire de Montauban - Ecole Nationale de Musique for Piano, with an excellent mention in the UV.
