Justin Rowlands has extensive experience in leadership and governance across multiple sectors, including aviation, corrections, and public services. Currently serving as the Deputy Chair of the ICAO Public Key Directory Board since October 2024, Justin also holds the position of General Manager Partners and Products at the Department of Internal Affairs (NZ), focusing on identity product strategy and digital identity solutions. Previously, roles included Deputy Regional Commissioner at the Department of Corrections (NZ), where oversight was provided for operations across five prisons, and significant contributions were made during the Covid-19 response. Justin's background also encompasses senior management positions at the Ministry of Business, Innovation and Employment, Charities Commission, and various leadership roles within New Zealand's public health and safety sectors. Educational qualifications include an Executive Fellowship from ANZSOG and a Bachelor's Degree in Law from the University of Otago.
