Prof. Dr. Cemali Dinçer graduated from METU Industrial Engineering Department. Afterwards, he went to Stanford University in the USA with a NATO scholarship, where he received a master's degree in Industrial Engineering and Statistics and a PhD in Industrial Engineering and Engineering Management.
Prof. Dr. After working at Bilkent University for 10 years, Dinçer moved to the private sector and served as the General Manager of Yeni Asır newspaper. Dinçer, who founded the Faculty of Communication and Computer Sciences and the Department of Software Engineering, Department of Computer Engineering, Department of Industrial Systems Engineering, Department of Electronics and Telecommunication Engineering at Izmir University of Economics, was appointed as the General Manager of IzAIR (Izmir Airlines) in 2006. In 2011, he worked as the Dean of the Faculty of Engineering and Vice Rector for Academic Affairs at Istanbul Bilgi University and was a member of the Izmir Science Park Advisory Board.
Prof. Dr. Cemali Dinçer has been serving as the President of Yaşar University since 2015 and has received awards from national and international universities, especially from Stanford University. Dinçer, who speaks English very well, has many articles, books and projects.

Cimentas Izmir Cimento Fabrikasi TAS is a Turkey-based company engaged in the manufacture and sale of cement and clinker. The Company also produces ready mixed concrete for domestic and foreign markets. It is performing production activities in Izmir and Trace enterprises. Its affiliates include Cimbeton Hazir Beton, Sureko Atik Yonetimi Nakliye Lojistik, Destek Organizasyon Temizlik, Elazig Altinova Cimento, Bakircay Cimento, Yapitek Yapi Teknoloji, Ilion Cimento, Recydia and Cemit LLC. During the year 2009, the Company sold its complete stake in Alfacem SRL, and acquired a 70% stake in Serhat Atik AS, renamed as Sureko, which is engaged in the disposal of harmful waste. Cimentas Izmir Cimento Fabrikasi TAS is a subsidiary of Cementir Holding Group. In November 2013, it sold its 96.75% stake in Yapitek Yapi Teknolojisi Sanayi ve Ticaret AS to Inmobiliaria y Construcciones TORRESOL S.A.
