Irina Shlyapnikova

Irina Shlyapnikova is the current Head of HR & Operations at Cinarra Systems. Irina has held this position since August 2013. Prior to that, they were with CINARRA SYSTEMS, INC for 8 years, where they served as the Global Head of Operations and HR. In this role, they coordinated organizational strategy development by working with business leaders to identify, prioritize, and build organizational capabilities, behaviors, structures, and processes; collaborated with senior executives on projects and deliver organizational impact. Irina also coordinated inter-departmental workflow and operations, managed client relationships and projects, and analyzed and prepared financials, including budgeting, profit and loss, and legal analysis for the board and executive meetings.

Since joining Cinarra Systems, Irina has been responsible for all aspects of global operations, including offices management (including opening and closing offices), contractor management (including contracts negotiations to secure extensions and preserve optimal leadership, compliance (including compliance with all federal and state regulations and licensing requirements in all USA, Russia, Japan, Canada, and Singapore), Organizational performance management (including quarterly KPIs, planning cycles, and business review cycles). Irina has also supported the development of materials for legislative hearings, meetings, and briefings, and has responded to inquiries from legislators and support staff. In addition to their operational responsibilities, Irina also provides executive-level support to the CEO, CFO, CTO, SVP of Engineering, VP of Technology, VP of Product, VP of Business Development, and VP of Marketing.

As Head of HR & Operations, Irina is responsible for all people operations including payroll, benefits, talent management, and employee relationships. Irina has built strong relationships with key internal and external parties to support strategic communications and advocacy. Irina created a performance review plan and ensured the performance management system is fully implemented and engaged business leaders in managing performance across all locations. Irina is also responsible for all aspects of HR.

Irina Shlyapnikova began their educational career in 2009 when they completed their A.A in Business Administration from De Anza College. Irina then continued their studies at Perm State University (PSU) where they obtained their degree in Mathematics.

Their manager is Daichi Nozaki, President & CEO. They are on a team with Masanori Tsunemoto - CFO, Masato Hosotani - CEO, Cinarra Japan, and Takenori Kobayashi - CTO.
