David Forscey

Cyber Strategy Lead (ctms), Joint Cyber Defense Collaborative

David Forscey is a seasoned professional in cybersecurity and policy, currently serving as the Cyber Strategy Lead at the Cybersecurity and Infrastructure Security Agency since December 2021. Previously, Forscey was the Managing Director of the Aspen Cybersecurity Group from April 2019 to December 2021 and held positions as a Senior Policy Analyst and Policy Analyst at the National Governors Association from May 2016 to April 2019, advising state officials on cybersecurity policy and conducting strategic workshops. Additional experience includes a National Security Fellowship at Third Way and legal internships at the U.S. Department of Justice and the Senate Judiciary Subcommittee. Forscey holds a Doctor of Law (J.D.) degree in National Security Law and International Law from Georgetown University Law Center and a Bachelor of Arts in Foreign Affairs from the University of Virginia.
