Senior Counsel (cybersecurity)

Samuel Chi is a seasoned legal professional specializing in cybersecurity and technology law. Currently serving as Senior Counsel for the Cybersecurity and Infrastructure Security Agency since December 2019, Samuel previously worked as an Attorney at FEMA from April 2016 to December 2019, where responsibilities included advising the Chief Information Officer on issues related to information technology, data privacy, and cloud computing. Prior experience includes an Attorney Advisor role at NOAA General Counsel from August 1999 to April 2016, focusing on bankruptcy, environmental law, and maritime law, as well as a stint as Acting Chief of Staff for NOAA's Office of CIO. Samuel holds a Master’s Degree in Meteorology and Aquatic Sciences from Yale University, a Juris Doctor from the University at Buffalo, and a Bachelor’s Degree in Economics from Columbia University.
