Joseph holds a Master's degree in Public Safety Executive Leadership from St. Cloud State University, completed various programs at Northwestern University, and participated in the Federal Bureau of Investigation's National Academy, Class 240. Additionally, Joseph earned a Bachelor of Arts in Business from Kendall College and attended the Senior Management Institute for Police.

The City of Apache Junction was organized, formed and incorporated under the laws of the State of Arizona on November 24, 1978. It has a "Council-Manager" general law form of government where the City Manager is appointed by the City Council. The Council consists of seven members elected at-large, on a non-partisan basis.
