Upal Barua

Upal Barua, PE, PTOE, is an accomplished transportation engineering professional with extensive experience in various leadership roles within the City of Austin since May 2015, currently serving as Assistant Director. Upal has overseen significant business units focused on transportation systems development, planning, and development services, managing budgets exceeding $36 million. Previous positions include Executive Officer, Development, and CTO/DO at the Austin Transportation Department, where Upal led various impactful projects such as the Transportation Safety Improvement Program and the Vision Zero Engineering Action Plan. Prior experience includes roles as Traffic Engineer in Calgary and Senior Project Manager at Bunt & Associates Engineering Ltd. Upal holds a Master of Science in Transportation Engineering from the University of Calgary and a Bachelor of Science in Civil Engineering from BUET, along with a certification in Project Management from PSMJ.
