Jacia T. Smith, Esq, SPHR, currently serves as the Chief of Staff for the Recreation & Parks Department in the City of Baltimore since October 2015, where responsibilities include providing strategic oversight and guidance to senior management on operational and administrative matters. Prior roles include Deputy Director of HR Operations, where Jacia Smith led HR infrastructure development, and Chief Policy Advisor, focusing on policy compliance and risk mitigation. Previous experience at Montgomery College encompassed positions such as Assistant General Counsel and Enterprise Risk Manager, Director of Employee and Labor Relations, and Adjunct Faculty, with a strong emphasis on labor relations and legal education. Earlier legal experience includes working as an Associate Attorney at Harris Beach PLLC, specializing in environmental law and employment litigation. Jacia T. Smith holds a Juris Doctor from the University at Buffalo and a Bachelor of Arts in Political Science and Government from Hampton University.
