Fred Lyn has over two decades of experience in public utility management and engineering services. Currently serving as the Deputy Electric Utility Director for the City of Banning since March 2025, Fred previously held positions such as Deputy Director of Engineering and Utilities and Environmental Services as well as Utilities Division Manager for the City of Rancho Cucamonga from September 2010 to March 2025. Prior roles include Legislative and Regulatory Affairs Manager for the City of Pasadena and Senior Management Analyst for the City of Claremont. Fred holds a Master of Public Administration degree from the University of Southern California and a Bachelor of Arts degree in History from UC San Diego.
