Shana Epstein

Shana Epstein is the current Director of Public Works at the City of Beverly Hills. Shana has been with the City of Beverly Hills since July 2000, and served as the Environmental Utilities Manager from July 2000 to May 2011. As the Environmental Utilities Manager, Shana was responsible for a 70 staff department providing water, wastewater, solid waste and storm water services to an affluent population of 35,000 residents. Her team consisted of two managers and four supervisors as direct reports with an annual budget of $58 million in four enterprise funds.

During their time as the Environmental Utilities Manager, Shana accomplished many things including implementing a call tracking system which has now transitioned to an asset management system, engaging in on-going team building process to foster creative thinking and group problem solving, maintaining Fire Department Class A rating from the ISO, gaining AAA bond rating for water and wastewater utilities, raising funds for aggressive capital improvement program to replace or repair 9 out of the 10 water reservoirs and 20 year water pipeline replacement program, increasing solid waste diversion to 73% for the entire city, decreasing unaccountable potable water, and serving as the director of the department operations center in emergencies.

In addition to their accomplishments, Shana has also handled crisis situations effectively and calmly by addressing all elements from the press to making sure the crews are not overextended. Shana is also the liaison for staff with the Public Works Commission, the Groundwater Management Plan Technical Committee and the Metropolitan Water District Director for Beverly Hills. Shana also represents the Westside Cities Council of Governments to the South Bay Sub Region Steering Committee for the Integrated Regional Water Management Plan. Lastly, they created a style guide and campaign, Partners in Environmental Protection, in order to create a brand for the environmental programs the City offers.

Shana Epstein has a M.P.A from The George Washington University in Human Resources Management and a B.A. from UC San Diego in Political Science.

Shana Epstein reports to George Chavez, City Manager. They work with Jenny Rogers - Director of Community Services, Nancy Hunt-Coffey - Assistant City Manager, and Gabriella Yap - Deputy City Manager. Some direct reports include Robert Welch - Utilities General Manager, Mandana Motahari - City Architect, and Daren Grilley - Assistant Director & City Engineer.
