Phil Koktan

Phil Koktan, PE, serves as Project Manager for Airport Development at the Metropolitan Airports Commission, managing capital improvement projects at MSP Airport and its six reliever airports since July 2023. Concurrently, Phil Koktan has been a Planning Commissioner for the City of Bloomington, MN, since July 2020, advising on development proposals and long-range planning, with a current term ending in July 2026. Prior experience includes a role as a Structural Engineer at Meyer Borgman Johnson, focusing on designs for Minneapolis-St. Paul International Airport, as well as serving as a Transmission Line (Structural) Engineer II at Black & Veatch, and holding various academic positions at the University of Minnesota Duluth. Educational qualifications include a Master of Science and a Bachelor of Science in Civil Engineering from the University of Minnesota Duluth.
