Fran Irwin has over 30 years of work experience in various roles. Fran currently works as the Director of Community Affairs at the City of Cedar Park, a position they have held since 2017. Prior to that, Fran was the Principal of Fran Irwin Coaching, starting in 2013. Fran also served as the Director of the New Milestones Foundation at Integral Care from 2014 to 2017. Fran has extensive experience in community development and management, having worked as the Manager of Community Services at LCRA from 2002 to 2012. Before that, they were the Executive Director and CEO of the Desoto Economic Development Corporation from 1999 to 2001, and the Victoria Economic Development Corporation from 1990 to 1999. Fran has a proven track record of successfully attracting and retaining businesses, conducting financial planning, and building relationships with key stakeholders.

Fran Irwin holds a Bachelor of Business Administration (B.B.A.) degree from The University of Texas at San Antonio. They further pursued their education by completing a Master of Business Administration (MBA) degree at the University of North Alabama. In terms of additional certifications, Fran obtained the certifications of Certified Life Coach (CLC), Certified Professional Coach (CPC), and Certified Spiritual Coach (CSC) from various institutions. They received the CLC certification from the World Coach Institute, Inc. and the Life Coach Institute of Orange County. Fran also holds the certification of State of Texas Certified Mediator, which was obtained from the Center for Public Policy Dispute Resolution UT Law School.
