Andrew Strong

Andrew Strong serves as a Commissioner on the Civil Service Commission for the City of Chula Vista since April 2023, where responsibilities include holding public hearings and providing recommendations on civil service rules, handling employee appeals, and fostering employer-employee relations. Prior to this role, extensive experience was gained at the County of San Diego from 2008 to 2025, including positions such as Deputy Chief Administrative Officer/General Manager of the Public Safety Group and Director of the Office of Equity & Racial Justice, focusing on advancing racial equity, community engagement, and policy improvement. Andrew Strong also held various roles related to planning and human resources, including as Chief of Staff and Human Resources Analyst, contributing to organizational development and budget management. Earlier experiences include serving as Externship Coordinator at Kaplan College and as a Hospital Corpsman in the United States Navy. Andrew Strong holds an M.A. in Human Resources Management from National University and a B.S. in Workforce Education and Development from Southern Illinois University, Carbondale.
