James Halford

James Halford is an experienced professional currently serving as the Chief of Staff for the City of Clarksville since January 2019. Halford has been the Managing Principal Consultant at Achievement Associates of TN, a role held since June 1988, specializing in performance excellence consulting. Prior experience includes a decade-long tenure as the Director of Strategic Planning at Fort Campbell - Garrison Headquarters, from April 2006 to March 2017. Halford holds a Master of Business Administration from Southern Illinois University Edwardsville, obtained between 1980 and 1982, and a Bachelor of Science in Business Administration from Tennessee State University, completed from 1970 to 1974.
