Kelly Rush serves as a Housing Program Analyst for the City of Concord since May 2023, where responsibilities include supporting the Housing Manager in implementing Rent Stabilization and Just Cause for Eviction, conducting data analysis, and managing housing-related contracts and outreach events. Prior to this, Kelly held various roles at the City of Oakland from November 2015 to May 2023, including Program Analyst 2, where management of housing subsidies and service contracts for unhoused citizens was a primary focus. Earlier experience includes legal administrative assistance at Gordon & Wong Law Group, customer service at Extended Stay America, and administrative roles in various organizations. Kelly holds a Juris Doctor from John F. Kennedy University and a Bachelor of Arts in Psychology from the University of the Pacific.
