Emily Pharr is an accomplished professional currently serving as the Executive Director for the City and County of San Francisco since February 2019, and as Community Programs Manager and Measure C Program Coordinator for the City of East Palo Alto since October 2013. In these roles, Emily has developed a grant-making program aimed at supporting community-based organizations to address violence and promote capacity building. Previous experience includes working as Assistant to Vice Mayor Desley Brooks in the City of Oakland, and providing administrative support at the Alameda County Medical Center and as Legislative Aide to Supervisor Sophie Maxwell in San Francisco. Earlier roles at TransForm and BVHP PAC focused on transportation policy and urban economic development, respectively. Educational qualifications include a Master’s in Public Administration from the University of San Francisco and a Bachelor’s in Criminal Justice from California State University - East Bay.
