Zachary Carlton, AICP, currently serves as the Planning Manager for the City of Elk River, having begun in June 2013, after progressing through roles as a Planner I and Planning Intern. Responsibilities include reviewing development proposals, providing citizen assistance on planning and zoning issues, drafting zoning ordinances, and presenting cases to elected officials. Previous experience includes positions at the Anoka County Highway Department as a Planning and Engineering Temp, and roles at various landscaping companies, including Landscape Foreman and Designer. Zachary holds multiple degrees from the University of Minnesota in Landscape Architecture, Urban and Regional Planning, and Environmental Design, along with an A.A. from Inver Hills Community College and an A.A.S. in Landscape Design and Construction from Dakota County Technical College. Prior military service was completed as an enlisted soldier in the Army National Guard.

The city continues to develop while at the same time retains its historical perspective and small town flavor. Highways 10, 169, 101 and nearby Interstate 94 provide fast and easy access to the greater metropolitan area of the twin cities. Elk River received the designation of “Energy City” by the Minnesota Environmental Initiative in October of 1997 and in 2008 was designated as a Minnesota Energy City by the State Legislature.
