Monique Carter

Monique Carter is a seasoned communications and marketing professional with extensive experience in economic development. Currently serving as the Communications and Marketing Manager for the City of Fontana since September 2020, Monique directs the city’s comprehensive communications, marketing, and economic development initiatives, including the execution of the mayor's education collaboratives. Prior to this role, Monique worked at the County of San Bernardino Economic Development Agency as an Economic Development Coordinator III, where responsibilities included managing marketing efforts, drafting agency communications, and overseeing social media presence. Earlier experience includes serving as an Economic Development Specialist II for the County of Riverside, where Monique executed business attraction programs and coordinated events, and as a Senior Loss Control Specialist at Enterprise Rent-A-Car. Monique holds a Master’s degree in Public Administration and a Bachelor’s degree in Communication, both from California State University-San Bernardino.
