Rosylen Oglesby

Rosylen Oglesby currently serves as the City Manager for the City of Franklin, VA, since September 2024. Prior to this role, Oglesby was the Assistant City Manager for the City of Yakima from May 2022 to August 2024 and held various positions including Assistant City Manager, Assistant To The City Manager, Manager of Management Services, Resource Development and Management Coordinator, and Management Analyst at the City of Portsmouth, Virginia, from January 2006 to June 2021. Oglesby's educational background includes a Graduate Certificate in Local Government Management from Virginia Tech (2010-2012), PhD ABD in Public Policy/Administration from Virginia Commonwealth University (2003-2006), a Master of Arts in Urban Studies/Affairs from Norfolk State University (2000-2002), and a Bachelor of Arts in Political Science from Norfolk State University (1992-1997).
