Rick Galceran serves as the Bond Program Management Director for the City of Garland since July 2019 and has an extensive background in public works, having previously held the position of Public Works Director for the City of Dallas from 2000 to October 2018. Prior roles include serving as the Assistant Director of Dallas Water Utilities, where responsibilities encompassed engineering, the Capital Improvement Program (CIP), and Geographic Information Systems (GIS) from September 2004 to December 2007. Rick Galceran holds a Bachelor of Science in Civil Engineering and a Master's degree in Business Administration with a focus on Management and Operations, both from The University of Texas at El Paso.
