Prior to this role, Carter held the position of City Administrator in Riverton, WY, from December 2003 to April 2011, and served as Assistant to the City Manager in Casper, WY, from May 1998 to December 2003. Carter Napier earned a Master of Public Administration (MPA) degree with a focus on City Management from Brigham Young University.
