Stephen O'Brien

Stephen O'Brien is an experienced municipal professional currently serving as the Acting General Manager of Human Resources with the City of Guelph since May 2014. O'Brien has a proven track record in providing legislative support, managing compliance with various municipal acts, and overseeing municipal elections. O'Brien also held the position of Acting Deputy Chief Administrative Officer for Infrastructure, Development and Enterprise Services at the University of Toronto in late 2023 and served as a Sessional Lecturer for a course on Local & Regional Government. Previous roles include Manager of Projects and Support Services at the City of Richmond Hill and Municipal Management Intern at the Municipality of Northern Bruce Peninsula. O'Brien holds multiple degrees, including an MA in Public Policy and Administration and a BA in Political Science from the University of Guelph, alongside a Diploma in Public Administration from Western University and an Executive Certificate in Public Leadership from Harvard Kennedy School.
