Phil Duncan

Phil Duncan is a seasoned professional in safety and security consulting, currently serving as President and Founder of Covert Elite Response Academy since February 2020, where innovative security solutions are provided to both government and private sector clients. As Head of Community Safety and Security Services for CityHousing Hamilton, Phil leads operations that protect over 15,000 tenants across more than 7,000 housing units. With extensive experience in martial arts as a 5th Degree Black Belt and Master Instructor at Close Quarter Combat Sambo, Phil mentors elite military and law enforcement personnel in advanced tactics. Additionally, Phil has contributed as a Subject Matter Expert in Clandestine Operations for the Canadian Tactical Officers Association and has held various leadership roles in law enforcement for over 23 years, including as a Major Case Manager with the Toronto Police Service. Phil's educational background includes a Bachelor of Applied Arts in Justice Studies and ongoing executive training at the University of Toronto.
