Angela Clem

Angela Clem has served as the Human Resources Director at the City of Harrisonburg, VA since March 2021. Prior to that, they worked as the Town Manager at the Town of Woodstock from September 2005 to March 2021.

Angela Clem earned a Bachelor of Arts (B.A.) degree from the University of Kentucky from 2000 to 2004. Angela later obtained a Master of Science (M.S.) degree in Organizational Leadership from Shenandoah University, which they completed by 2011. Angela also holds additional certifications from SHRM, including the SHRM - Senior Certified Professional (SHRM-SCP) which they obtained in December 2015.
