Julie Thuy Underwood

Julie Thuy Underwood has extensive experience in city management and public works, currently serving as the Deputy City Manager of Operations for the City of Kirkland since December 2019. Prior roles include Director of Public Works and Interim Public Works Director at the same city, City Manager for the City of Mercer Island from January 2017 to June 2019, and Assistant City Manager for the City of Daly City, CA from March 2014 to December 2016. Julie held the position of City Manager for the City of Shoreline from February 2011 to October 2013, having previously served as Assistant City Manager since July 2002. Julie Thuy Underwood holds a Master of Public Administration from Virginia Tech and a Bachelor of Arts in Government and Political Science from George Mason University.
