Carlos Reyes, CMM III, MPA, M.Eng, P.Eng, is an accomplished engineering professional with extensive experience in municipal and civil engineering. Currently serving as the Manager of Development Engineering for the City of Kitchener since September 2022, Carlos has held significant roles including Director of Operations and Development at the Town of Tillsonburg and Director of Public Works and Environmental Services at Thames Centre. A graduate of Universidad Industrial de Santander with a Bachelor's in Civil Engineering, Carlos furthered education with multiple advanced degrees from Western University, focusing on Environmental Engineering and Public Administration. Proficient in AutoCAD Civil 3D, Microstation, and ArcGIS, Carlos has a robust background in design, project management, and operation supervision.
