Prior roles include Deputy City Secretary and Interim City Secretary for the City of Garland and City Secretary for cities such as Haslet, Seagoville, and Seymour. Elaine holds a Master’s degree in Public Administration from the University of North Texas, a Bachelor of Arts in Political Science and Government/History from The University of Texas Permian Basin, and an Associate of Arts in General Studies from Odessa College.
