Neil Osborne

Neil Osborne currently serves as the Director of Human Relations for the City of Lowell since January 2024. Previously, Neil held multiple roles in the City of Medford, including Director of Human Resources, Acting Director of Diversity & Human Resources, and Director of Diversity and Inclusion from July 2017 to March 2023, where responsibilities included developing a functional Human Resources department alongside managing diversity, equity, and inclusion initiatives. Earlier in their career, Neil worked as Staff Counsel for the Massachusetts Water Resources Authority in the Law Division, focusing on labor relations negotiations and discrimination defense from July 1994 to October 1997. Neil holds a Juris Doctor degree from Suffolk University Law School and a Master of Science in Labor Relations/Studies, as well as a Bachelor of Science in Sport Management, both from the University of Massachusetts Amherst.
