Jose Ortiz has extensive experience in engineering and municipal management, currently serving as the Director of Engineering Services and previously as Assistant City Manager for the City of Midland since March 2013. Prior to this role, Jose held the position of Transportation Administrator for the City of Tucson from March 2005 to March 2013. Jose began their career as a Project Engineer at Stantec from February 1999 to March 2005 and worked as a Traffic Engineering Technician for Pima County from June 1998 to February 1999. Earlier experience includes a role as a Construction Intern at ADOT from May 1996 to June 1998. Jose Ortiz earned a Bachelor of Science degree in Civil Engineering from the University of Arizona between 1992 and 1998.

Midland is a city in western Texas. Part of the Permian Basin area, it’s an oil industry center. At the Permian Basin Petroleum Museum, interactive exhibits detail the history of local oil exploration and include Boom Town, a replica 1930s oil town with a land office and general store.
