Johnnie Burns

Johnnie Burns has extensive work experience in contract compliance, supplier diversity, and labor standards. They currently work as the Director of Contract Compliance for the City of Minneapolis, where they oversee compliance on bid projects and manage the Contract Compliance Division. Prior to this, they served as the Supplier Diversity Manager at HillDay Public Relations, Inc., where they supervised compliance processes for construction projects. They also held the position of Contract Compliance Division Manager at the City of Houston. In addition, they have experience in construction employer engagement as an APEX Grant Construction Employer Engagement Consultant for the State of Minnesota. They also served as the Statewide Director of EO, Diversity, and Inclusion, ADA, overseeing equal employment opportunity and affirmative action programs. Before that, they worked as a Small Business Development Officer at the Arizona Department of Transportation, facilitating equal conditions for disadvantaged business enterprises. They also held the role of Director of Labor Standards and Apprenticeship for the State of Minnesota, where they enforced labor laws and implemented diversity and outreach initiatives in apprenticeship training programs. Lastly, they worked at the City of Minneapolis as an Assistant Director, managing contract compliance and establishing work standards. Earlier in their career, they served as a Transportation Program Specialist III at the Minnesota Department of Transportation, where they focused on maximizing disadvantaged business enterprise participation in federal contracts.

Johnnie Burns completed an Associate of Arts and Sciences (AAS) degree in Business Administration and Management from National American University-Roseville between 1995 and 1997. Later, between 2006 and 2011, they obtained a Bachelor of Arts (BA) degree in Criminal Justice/Law Enforcement Administration from Metro State University.
