Toby Wells

Toby Wells possesses extensive experience in municipal management and engineering services. Currently serving as the Director of Engineering Services and City Engineer for the City of Modesto since July 2022, Toby has held multiple roles in city management, including City Manager positions in Manteca and Turlock, as well as various engineering roles in Modesto and Ceres. With a strong background in land development through previous ownership of ProFit Land Solutions and directorial responsibilities at Pulte Homes, Toby has demonstrated leadership in overseeing large teams and managing complex projects. Educational qualifications include a Bachelor of Science in Civil Engineering from California State University, Fresno.
