Carol Webb has extensive experience in municipal administration and utilities management. Currently serving as City Administrator for the City of Muscatine since August 2020, Carol previously held the position of Deputy Utilities Director for the City of Fort Collins from August 2006 to August 2020, overseeing the strategic direction of water, wastewater, stormwater, and light and power services for a community of 150,000 people with significant revenue generation. Additional roles at the City of Fort Collins included Regulatory & Government Affairs Manager, Laboratory Supervisor, and Chemist. Carol began the professional career at Cargill as a Chemist from 1993 to 1997. Educational credentials include a Master’s Degree in Public Administration with a Local Government Concentration and a Certified Public Manager designation from the University of Colorado Denver, as well as a B.A. in Biology from William Penn University.
