Sergey Shabalin, CEM, currently serves as the Senior Director of Utility Revenue Programs and Account Services for the City of New York, where responsibilities include leading customer service strategies for over 10,000 utility accounts and 15,000 meters across more than 80 city agencies. Previously, Sergey held the position of Director of Load Management and Utility Affairs at the Department of Citywide Administrative Services (DCAS), advancing energy efficiency programs for municipal buildings, and Director of Billing Programs and Analytics, focused on reducing energy costs and emissions. Sergey began a career in energy management as an Energy Auditor/Project Manager at the Community Environmental Center and has extensive experience in fleet operations from a prior role as Fleet and Operations Manager at All-Around Transportation. Educational qualifications include a Master of Science in Energy Management, an Advanced Certificate in HVAC Systems Design, and an Advanced Certificate in Facilities Management from New York Institute of Technology and New York University, along with a Bachelor’s degree in Chemistry.
