Deputy City Attorney at City of Newport Beach

Jose Montoya currently serves as the Deputy City Attorney for the City of Newport Beach since September 2024. Previously, Montoya held the position of Assistant City Attorney/City Prosecutor for the City of Santa Ana from December 2019 to August 2024. Prior to that role, Montoya worked as an Associate at Olivarez Madruga Lemieux O’Neill, LLP, and Lozano Smith, where assistance was provided to public agency clients on various local government issues. Additionally, Montoya served as a Board Member for the Los Angeles International Charter High School and was an Associate at Alvarez-Glasman & Colvin, representing multiple cities in a Deputy City Attorney capacity. Montoya began legal experience as a Certified Law Clerk with the Los Angeles City Attorney and held various law clerk positions earlier in the legal career. Educational qualifications include a J.D. in Environmental Law from Whittier Law School and a B.A. in Sociology from the University of California, Riverside.

City of Newport Beach

The City of Newport Beach operates under a Council-Manager form of government. Its seven City Council Members are elected by district, but are voted on by the population as a whole and are responsible for policy-making, passing local ordinances, adopting the budget, appointing committees and hiring the City Manager, City Attorney, and City Clerk. Newport Beach is located in the coastal center of Orange County, with Los Angeles County to the north and San Diego County to the south. It has an estimated permanent population of 86,738, but during the summer months, the population grows to more than 100,000 with 20,000 to 100,000 tourists daily. It surrounds Newport Bay where more than 9,000 boats of all types are docked within the 21-square-mile harbor area. The bay area and the City’s eight miles of ocean beach offer outstanding fishing, swimming, surfing, and aquatic sports activities.
