Anthony Francisco began their work experience in 1990 as an Investment Officer for the City of Oklahoma City. Anthony then moved on to become a Treasury Director for the City of Seattle in 1992. In 1996, they joined the City of Norman as the Director of Finance.

Anthony Francisco earned a Bachelor of Arts (B.A.) degree in Urban Studies/Affairs from the University of Oklahoma, where they attended from 1978 to 1982. Later, they pursued a Master of Public Administration (M.P.A.) degree in State and Local Government Financial Management at Syracuse University, studying from 1982 to 1983.
