Jess Culpeper is an experienced public works and capital projects professional currently serving as the Director of Capital Projects for the City of Palm Desert since March 2023. Prior to this role, Culpeper worked as the Public Works Manager for the City of San Marcos, CA from August 2015 to March 2023, and held the position of Public Services Supervisor - Parks & Beaches in the City of Coronado from September 2012 to August 2015. Additional experience includes serving as the Maintenance Division Manager for the March Joint Powers Authority and the Parks & Facilities Supervisor for the City of Lake Elsinore. Culpeper began a career in park maintenance with the City of Poway and holds two Bachelor of Business Administration degrees in Management from California State University San Marcos and Fort Hays State University.
