Judy Svoboda-Johannsen is a Certified Code Enforcement Officer with expertise in investigating zoning ordinances and building code violations at the City of Papillion since November 2015. Prior experience includes serving as a Trainer for Field Services Support at Black Hills Energy, where Judy developed training programs for new software and facilitated the deployment of technology to field technicians across five states. Additionally, Judy's career spans roles as a Utility Locator at ELM Utility and Locating Service, an Office Associate for the City of Fremont, and Meter Reader for the Department of Utilities in Fremont. Judy also managed operations at Plaza Lanes for 20 years, enhancing profitability through new service initiatives. Educationally, Judy holds an Associate in Science degree from Metropolitan Community College and continued studies at Nebraska Methodist College.
