David M. Athey, PE, is a seasoned water resource manager and civil engineer with extensive experience in public works and project management. Currently serving as the Water Resource Manager and City Engineer for the City of Paso Robles since May 2017, David focuses on development engineering and traffic engineering while promoting the city's small-town character. Previous roles include Supervising Civil Engineer for the City of San Luis Obispo, Deputy Public Works Director for the City of Atascadero, and District Engineer for the Upper Salinas Las Tablas Resource Conservation District. David's educational background includes a Master's Degree in Engineering Management from the University of Colorado Boulder and a B.S. in Environmental Engineering from California Polytechnic State University-San Luis Obispo.
