Caroline Sturgis has a diverse work experience that spans various roles in the public sector. Caroline has recently been appointed as the Director of the Office of Management and Budget for the City of Port St. Lucie. Prior to this, they were a founding member of Chief, an organization aimed at promoting women's leadership. Caroline also served as the Assistant Chief Administrative Officer for Montgomery County Government, where they played a key role in developing strategic plans for the County Executive's priority outcomes. In the City of Baltimore, they held several positions, including Deputy Budget Director, CFO & Chief of the Management Services Division for the Baltimore Police Department, Director of Fiscal Services for the Baltimore Police Department, and Budget Management Analyst for the Department of Finance. Before working in Baltimore, Caroline worked for the City of Baltimore's Department of Housing & Community Development, where they served as the Assistant Director for the Office of Property Acquisition & Relocation and as a Real Estate Officer. Additionally, Caroline gained financial operations and accounting experience as a Financial Operations Manager and Payroll Coordinator/Accounting Specialist for the Broward County Clerk of Courts.

Caroline Sturgis completed their education in a chronological manner, starting with their Bachelor of Arts degree in Psychology from the University of South Florida, which they obtained from 1993 to 1997. Subsequently, they pursued their Master of Business Administration (M.B.A.) from Nova Southeastern University from 2001 to 2002. Additionally, Caroline obtained several certifications, including the Fundamentals of Agile Project Management and Fundamentals of Waterfall Project Management from the Project Management Institute in December 2022. Caroline also obtained the Certified Public Finance Officer certification from the Government Finance Officers Association (GFOA) in May 2022.
