Nestor Mangubat has extensive experience in fire service, currently serving as Fire Chief for the City of Portsmouth, Virginia since March 2018, after previously holding the position of Deputy Fire Chief. Prior to this, Nestor worked for the City of Chesapeake from November 1996 to March 2018, advancing through the ranks from Firefighter to Lieutenant, Captain, and Battalion Chief. Nestor holds a Master's degree in Management and Leadership from Liberty University and a Bachelor's degree in Organizational Leadership from Regent University. Additionally, Nestor has completed training at the National Fire Academy from August 2016 to August 2019 and participated in the Bloomberg Harvard City Leadership Initiative from 2021 to 2022.
