Cathy Volkering Carlile has over two decades of experience in community service management, currently serving as the General Manager of Community Services for the City of Richmond since 2001. In this role, Cathy is a key member of the Senior Executive Team, overseeing a portfolio that encompasses management, planning, and operations across various service areas including Parks, Recreation and Sport, Arts Heritage and Culture, and Community Social Development. With responsibility for a budget exceeding $60 million, Cathy leads a substantial operational and administrative team, fostering relationships with community groups and partners to ensure strategic direction. Previously, Cathy served as the General Manager of Parks Recreation and Cultural Services for the City of Whitehorse from 1996 to 2001 and was the Manager of Parks and Recreation, focusing on service delivery during that time. Cathy holds a degree in Recreation Leadership from Langara College, graduating in 1974.
